Madison is a "HOME RULE" City Charter form of government, which means that we have self determination in forming the style of government. The mayor serves us as the chief elected officer, while a six person council elected by wards sets policy. A city administrator has responsibility as the chief administrative officer providing service for oversight for daily operations and supervision of the administrative duties with a competent staff to serve the public. There are several boards and commission that advise the council on various matters. Our form of government was designed to encourage public participation and input.

Madison Area Chamber of Commerce

The Madison Area Chamber of Commerce is made up of about 120 businesses and individuals who are concerned about keeping the City of Madison active and networking with each business. They support approximately 18 promotions a year. Some of these are Ag Day, Bird Watching Weekend, Summerfest, Golf Benefit and Health Fair, Heritage Day, Stinker Days, Octoberfest and Norsefest, and a Christmas Promotion.

The Chamber is made up of several working groups such as the Board of Directors who meet monthly and makes all of the decisions on the budget and is in charge of the Quarterly meetings. At the Quarterly meetings there is usually a speaker on a topic of interest as well as a general meeting of the entire Chamber.

A Retail Committee which plans and works on most of the promotions, makes decisions on store hours and assists the Board of Directors in many ways.

The Marketing Committee makes decisions about what specialty items should be purchased to sell and the advertising for each promotion. This committee also acts on economic development ideas and strives for more tourism for our area.

The Ambassadors are the social arm of the Chamber. Ambassadors do ribbon cuttings for new businesses, Business After Hours, annual meeting and party and any other social affairs necessary.

Each year, a local resident is named the years "Outstanding Citizen" and their photo is displayed in the Madison City Hall.

City Departments

A Community For People With "Heart"

Each Department specializes in its own area.

The Council is the policy, legislative and planning body of the city.

The manager has responsibility for the effective administration of all city business, and in answerable to the council. City manager is charged with enforcing city ordinances, appointing and removing employees, control over all departments, attending all council meetings with the right to participate but not to vote, recommending measures necessary for the welfare of the citizens, making reports of the financial condition along with budget preparation and presentation, preparing administrative code and serving as the chief purchasing agent for the city.

The City Clerk/Business Office has responsibility for maintaining the minutes, resolutions, and ordinance books; serves as the bookkeeper, prepares the required notices of all meetings, serves as the election administrator, custodian of the city seal, signs all documents, posts and publishes required documents and other administrative duties for the city including service to the city utilities.

The Economic Development Authority/Housing & Redevelopment Authority has primary responsibility for business retention, expansion and securing new business for the community. Also, the authority manages various projects/properties on behalf of the community and provides commercial space to the community.

The Parks & Zoning Department is given the responsibility for City Comprehensive Planning, Zoning Ordinance administration, policy recommendation and handling variances, conditional uses and re-zoning.

The Police Department is responsible for keeping the City safe, code enforcement, participating in programs such as D.A.R.E. and to "protect and to serve."

The Public Works & Utilities Department are responsible for street maintenance, sanitary sewer, water and electrical distribution for the community and surrounding area.
